At the meeting, L&I representative Maura Kennedy let neighbors know that L&I will be actively enforcing a $300 per day fine on owners of properties (privately owned – the City won’t be held accountable) that do not have windows and doors. That’s right, board-ups and those with no windows will be subject to the fine.
While this is a great idea in concept, and should be a disincentive for those who are just sitting on properties with value, it will only make the marginal properties more difficult to sell, as fines and penalties further detract value.
Citizens are encouraged to call 311 to report vacant properties, and also submit the address to us here at Abandoned Philadelphia.
